An $18 million investment in new equipment and infrastructure is paving the way for 90 full-time jobs at a shuttered manufacturing plant that closed in 2023.
The plant is at 285 Midfield Road in Barnwell, South Carolina.

What’s now called Barnwell Tissue Solutions was shut down in July 2023 and acquired by ST Group of Companies in 2025, a family-owned business that manages other manufacturing facilities in Wisconsin and Virginia and is one of the largest producers of toilet paper rolls in the country.
The financing from National New Markets Fund, LLC helped pay for the prior acquisition of the site, equipment purchase, and a portion of the working capital.
The project is especially significant for Barnwell County, a rural community where manufacturing plays a critical role in economic stability and where the poverty rate exceeds 35%.
“With this newest investment in place, we are now working closely with the Southern Carolina Alliance, whose outreach and promotional support are helping us connect local residents with these new employment opportunities,” said Sahil Tak, owner of Barnwell Tissue Solutions.
The project has received strong support from state and local leadership, including recognition from South Carolina Governor Henry McMaster and state economic development officials, who have identified the investment as a key driver in restoring manufacturing employment in Barnwell County.
